Missouri Special Districts Assistance Fund

The "MoSDAF" was launched in August 2026 with the objective to alleviate financial barriers standing in the way of small special district leaders’ access to important perspectives and resources for community service and governance.”

The MoSDA Governance, Education, and Resources Committee is now accepting applications for upcoming Regional Special Districts Governance Education & Resources Summits:

  

Greater St. Louis Summit (St. Charles) on September 3

Southeast Summit (Cape Girardeau) on September 17

Southwest Summit (Monett) on October 21 

Northwest Summit (Kansas City) on November 10

Helping Special District Leaders Connect, Engage, and Learn

MoSDAF is established and governed under the MoSDA Bylaws with the purpose of supporting special districts’ engagement and participation in governance education activities.


The MoSDA Board of Directors adopted the policy establishing the Fund with the objective “to alleviate financial barriers standing in the way of small special district leaders’ access to important perspectives and resources for community service and governance.” 


Scholarships will be awarded to special districts to attend MoSDA Regional Governance Education & Resources Summits or qualified partner organization events that align with the MoSDA mission. 


The MoSDA Governance, Education, and Resources Committee (GERC) is responsible for MoSDAF administration with regular reporting to the MoSDA Board. 


Click here to read the full MoSDA Board-adopted policy governing the Missouri Special Districts Assistance Fund. Currently, MoSDAF contributions are not tax-deductible. 

Special District Eligibility

Special districts meeting any of the following criteria are encouraged to apply for a MoSDAF Scholarship:


  • The district’s previous fiscal year revenue was less than $1,000,000.
  • The district is fully dependent on volunteers.
  • A state or local auditor has recommended, within the four quarters preceding the application date, to access governance training and resources.


Special districts are not required to be MoSDA Members to apply.

  • Southeast Summit (Cape Girardeau) on September 17 | Deadline: Friday, August 28
  • Southwest Summit (Monett) on October 21 | Deadline: Wednesday, September 30
  • Northwest Summit (Kansas City) on November 10 | Deadline: Friday, October 16

The Assistance Fund is made possible by voluntary contributions of special districts and individuals supporting efforts to increase district leaders' access to governance education and resources. 


Contributions are not tax-deductible for now. MoSDA is exploring viability of a tax-exempt fund. Thank you for your support!
