The Missouri Special Districts Association is an organization of the state’s local special purpose governments that altogether provide emergency response, critical infrastructure, and essential community services across the state.
Special district stakeholders created the "Missouri Special Districts Alliance" in July 2025 to directly address the likely impacts of property tax reform policies, educate lawmakers and community members on the importance of special districts, and to support the development of a statewide, all-districts association. This was the precursor to the Missouri Special Districts Association.
A group of Alliance leaders from across the state, dubbed the “Missouri Special Districts Council,” has been meeting over the course of months to steer development of an association that fosters networking, governance education, and advocacy resources for districts of all types.
With the groundbreaking efforts of the Alliance and leadership of the Council, the Missouri Special Districts Association (MoSDA) was incoporated on December 31, 2025, and organized on January 8, 2026.
Our Mission: connecting, educating, and advocating for Missouri’s special districts to ensure strong, trusted, local governance and resilient public services.
1. Strength in numbers and community for leaders of all types of special district services across Missouri.
2. Filling governance education and resource gaps to ensure leaders have tools and knowledge for good government.
3. Uniting Missouri’s most common voice in local government through guiding policy priorities that steer association initiatives.
4. Educating communities and raising awareness on the importance of special district services.
Missouri’s special districts are discovering the power of being better together.
Since January 2026, more than 70 special districts and local government partners have joined MoSDA to forge stronger connections among one another, better understand actions from the State Capitol, amplify the voice in Jefferson City and beyond, and get the educational and professional perspectives for district governance.

Funding for the Association is pooled through membership dues of specail districts, stakeholders, and supporting partners. Learn more about the Missouri Special Districts Association and how to join here.
