The Missouri Special Districts Alliance is a coalition of the state’s local special purpose governments that altogether provide emergency response, critical infrastructure, and essential community services across the state.
Special district stakeholders created the Alliance in July 2025 to directly address the likely impacts of SB 3 with members of the Missouri General Assembly and to inform state lawmakers of the special districts’ perspective on further property tax reform efforts. The group will foster resources for voter education ahead of 97 counties’ ballot measures whether to freeze or cap real property tax bills.
Members of the Alliance are rallying around a common objective: To mitigate negative financial impacts of tax reform on local services while supporting statewide organization efforts.
The Alliance empowers local district leaders with tools needed to educate their lawmakers and the general public on the importance of special district services – and the power of the local tax dollar to fund these public services.
The Missouri Special Districts Alliance is not a formal association; however, Alliance leaders are coordinating development of a permanent organization that would foster networking, governance education, and advocacy resources for districts of all types. Alliance activities are aimed to support the organization’s development.
Leaders began collaborating toward a statewide organization for all types of special districts following an American Association of Special Districts’ governance summit in April 2025. Conversations suddenly shifted to action following the enactment of SB 3 as the small leadership group realized the urgency to unify districts’ advocacy and amplify our message in Jefferson City.
Funding for the Alliance is pooled through small financial contributions to cover production and coordination of advocacy activities. Learn more and join the Missouri Special Districts Alliance here.
